NORTH LONDONDERRY TOWNSHIP

The Township of North Londonderry is a community consisting of approximately 10.8 square miles with a population of 6,771 as reported by the 2000 Census. The Township is a residential community surrounding the Borough of Palmyra on three sides and bordering Derry Township (Dauphin County) on the west side.

The Township has, over the past fifty years, been a fast growing community, increasing in population from (961 in 1950) (1,684 in 1960) (2,752 in 1970) (4,749 in 1980) (4,843 in 1985) (5,630 in 1990) to 6,771 in 2000.

The governing body consists of a three-member Board of Supervisors who are elected at large. Their staff consists of personnel to provide administration, highway, sanitary sewer, and police services to the community.

The Municipal Building, located at 655 East Ridge Road, is situated on a 63 acre tract overlooking the Lebanon Valley. The building, completed in 1976, houses the Business Office, Sewer Administration Office, and Meeting Room. An adjoining building, completed in 1997, houses the Police Department. The Township Garage, built in 1981, is adjacent to the Municipal Building.
The Township is divided into three voting districts; residents living south of Conrail Railroad and east of the centerline of South Forge Road vote at Lebanon Valley Brethren Home, residents living south of Conrail Railroad and west of the centerline of South Forge Road vote at the Palmyra Municipal Building, and all residents living north of Conrail Railroad vote at the Township Municipal Building.

SCHOOLS - The Palmyra Area School District has three elementary schools and a middle school located in the Borough of Palmyra. The Senior High School is located on Park Drive in North Londonderry Township. Parochial Schools are located in Hershey and Lebanon. Private Day Care Centers are also located in the area.

FIRE PROTECTION - Fire protection for the Township is provided by the Citizens Fire Company, a volunteer fire company located in Palmyra Borough.

AMBULANCE SERVICE - Ambulance service, as well as Emergency Medical Assistance, is provided by the University EMS.

PUBLIC LIBRARY - The public library is located in the Palmyra Borough Municipal Building.

RECREATION - The Palmyra Area Parks & Recreation Commission, which includes the same area as the school district, provides year-round programs for all age groups. Their office is located in the Palmyra Municipal Building. A Township Supervisor serves as a member of the Commission.

SWIMMING POOL - The Community swimming pool is located on Park Drive in the Township. Membership is open to all Township Residents.

BUS SERVICE - Bus service is provided between Reading and Harrisburg daily by Capitol Trailways Bus Company. Current bus schedules can be obtained by calling (717) 272-0161. RECYCLE

The Township has set guidelines for storage and handling of municipal waste and recyclable materials. Under these rules and regulations, all commercial haulers or collectors of municipal waste or recyclable material must be licensed by the Greater Lebanon Refuse Authority. In order for these collectors to be licensed, they must agree to abide by the Township and Greater Lebanon Refuse Authority regulations. You may choose any licensed hauler to pick up your waste and recyclable material. Contact the Greater Lebanon Refuse Authority at 867-5790 to find out which companies are currently licensed for the Township.

The following items are designated as recyclable materials and may not be mixed with other trash:

7. Yard Waste (Weeds, garden waste, and prunings, excluding tree limbs and twigs in excess of one-quarter inch in diameter)

8. Leaves

If you are interested in recycling an item that does not appear on the above list, contact your hauler or Greater Lebanon Refuse Authority at 867-5790.

Bulky waste which may require special handling shall be collected at least once a year at a time designated by the Authorized Collector, or more frequently as contracted by a customer. Please call your hauler to make arrangements with them for any bulky waste collection.

ORDINANCES: Township Ordinances can be reviewed and copies purchased for a nominal fee at the Township Office during normal working hours. Ordinances most commonly used in the Township are:

Chapter 51 - Weed Ordinance requires property owners to cut weeds in excess of ten (10) inches in height.

Chapter 53 - Building Code - The CABO code for one and two family dwellings prescribes minimum standards for construction, alterations, and occupancy of one and two family dwellings. Lebanon County Planning Department administers and enforces the Code for the Township.

Chapter 54 - Burning Ordinance regulates burning and establishes permissible burning conditions.
 
Chapter 55 - Curfew Ordinance makes it unlawful for persons under 18 years of age to be or remain on Township streets between 11:30 p.m. and 6:00 a.m. except in certain instances.

Chapter 57 - Dog Ordinance prohibits dogs from running loose or causing disturbances and requires owners to have dogs tied, held in an enclosure, or under the owners immediate control at all times.

Chapter 67 - Nuisance Ordinance controls loitering, disorderly conduct, indecent language, destroying public property, unauthorized use of firearms, and other nuisances, to provide safety and well-being to citizens.

Chapter 84 - Recycling Ordinance requires residents to recycle certain materials as specified and prohibits mixing those materials with other waste or garbage.

Chapter 85 - Snow Removal from Sidewalks; requires property owners to remove snow from sidewalks within (24) hours after snowfall ends.

Chapter 103 - Zoning Ordinance requires building permits for new structures, enlargement of existing buildings, regulates property uses in various districts, and controls sign uses. Permits are issued by Lebanon County Planning Department (appointed to serve as Township Zoning Officer).


UTILITIES:

Sewerage - The Township provides sanitary sewer service to approximately 1800 customers adjacent to and south and east of Palmyra Borough. Other portions of the Township are served by on-lot septic systems. Permits are required for on-lot installations or replacements. The Lebanon County Planning Department serves as the Township Enforcing Officer.

Water - A portion of the Township adjacent to and south of Palmyra Borough is served by PA-American Water Company (phone # 1-800-717-7292). Other areas are served by on-lot wells.

Electric - The entire Township is served by Met-Ed  (phone # 1-800-545-7741).

Telephone - The entire Township is served by Verizon Communications (phone # 1-800-660-2215).

Gas - Portions of the Township south and east of Palmyra Borough is served by UGI Utilities, Inc. (phone # 270-2521).

Cable TV - Portions of the Township are served by cable TV which has a continuing expansion program to serve outlying areas. Service is provided by Comcast Cable, Hershey, PA 17033 (phone # 533-4433).

Bindnagles Church is believed to be the oldest landmark in the Township, dating back to early 1700.

Lebanon Valley Brethren Home, a retirement home/nursing facility operated by the Church of the Brethren, is located on Grubb Road in the Township.
